Emergency Response for Flood Victims 2022
Background of the Project:
A third wave of flash flood has devasted the north-eastern part of Bangladesh this year 2022, especially Sylhet, Sunamganj, Netrokona and Hobiganj districts.
According to the local Bangladesh Water Development Board (BWDB) office 2022 the water on Ubdakhali River in Kalmakanda Upazila was flowing at 63 centimeters above the danger level at 4:00 pm on Friday June 17, 2022. On the other hand, the water on the Someshwari River in Durgapur Upazila was flowing over 36 cm above of danger zone.
Heavy rainfall over the last few days starting from June 10, 2022 in the Northeastern Indian states, at Cherrapunji has largely contributed to the increased water level of the rivers in Sylhet division (Netrokona is the neighboring district of Sylhet division). There was record level of rain in Cherrapunji this year 2022 in 122 years. Residents in 39 unions (administrative unit) in six Upazila’s of Netrokona District were badly affected by floods amid a rise in water levels on major rivers in the district.
Many houses, roads, and educational institutions in Kalmakanda and Durgapur Upazila’s were badly affected by floods. Some areas on the bank of rives faced river erosion.
In response to the appeal of Birisiri YMCA, the National Council of YMCAs of Bangladesh decided to launch Emergency Response for Flood Victim 2022 project and sought necessary funding support from Tokyo YMCA.
Aim of the project:
Provide humanitarian aid among the severe flood victims in Durgapur Upazila under Netrokona Districts to retain their normal life and dignity.
Project Objectives:
- Preparing a list of 500 flood victim households Durgapur Upazila under Netrokona district following the recent survey during flood-stricken time.
- Ensuring the flood victim families according to the list have the packet of relief commodities for their daily consumption during disaster made hardship time.
Project Locations:
Durgapur Upazila under Netrokona District is located at the northern-east part of Bangladesh, known as flash and monsoon flooding areas. The people of this Upazila suffered frequent natural disaster like flooding which hamper their normal life and put them in economic hardship. Birisiri YMCA is situated under Durgapur Upazila, 3 kilometer south direction from the Durgapur Upazila head quarter.
The staffs, youth volunteers and members of Birisiri YMCA visited flood-stricken areas under Durgapur Upazila to oversee and identify the needs. They collectively recommended to the Board of Birisiri YMCA to launch Emergency Response Project at 5 Union Parishods (Rural level administrative unit of the People’s Republic of Bangladesh. They area respectively Birisiri, Kullagora, Durgapur sadar, Chandigor and Gaokandiya under Durgapur Upazila of Netrokona district. They have estimated to provide relief commodities among 500 flood victim families as beneficiaries of this project.
Birisiri YMCA has also executed a youth focus DRR and Health Project at Durgapur Upazila of Netrokona district, project period 1st March, 2015 to 29th February, 2016 with the generous funding support of Y Care International, UK.
Project Duration:
The duration of this project Emergency Response Project will be for 3 months; July 10, 2022 to September 09, 2022. All the project activities (enlisted 7 major activities) will be completed within this three month of the project period.
Project Beneficiaries:
The flood victim households in 5 Union Parishads respectively Durgapur Sadar, Birisiri, Kollagora, Chandigor and Gaokandiya under Durgapur Upazila of Netrokona district were the direct beneficiaries of this project. The management of Birisiri YMCA including the youth forum member were engaged in fair selection of 500 flood victim households. Each flood victim family has received relief commodities includes 10-kilogram rice, 1 kilogram lentil, 3-kilogram potato, I litre cooking oil and 5 packets of ORS.
Project Activities
A copy of original proposal was shared with the senior management of Birisiri YMCAs to ensure that they clearly understand how this project will be implemented. The assigned staff member of headquarter of the National Council of YMCAs has also constantly communicated with the General Secretary of Birisiri YMCA in order to operate the entire project activities smooth and efficiently.

Project Implementation:
National Council of YMCAs of Bangladesh office shared the proposal included operational plan with Birisiri YMCA. Following the operational plan Birisiri YMCAs formed 7 member’s emergency relief operation team with the delegation of staffs, youth volunteers and YMCA members who were clarified about the project plan and their role.
Local YMCAs staffs and youth volunteers of Birisiri YMCA performed their assignment to prepare the list of flood victims. The team visited the flood affected villages and conducted the survey during the third week of June, 2022 and finalized the beneficiary list.
Mr. Biplob Rangsa, Executive Secretary for Programmes (NCYB senior staff member) time to time communicated with the General Secretary of Birisiri YMCA Mr. Anthony Sangma to learn the progress of formation of emergency response team, preparation of beneficiary list, the team of young people who will perform the work of packaging relief commodities and other works related to this project.
The General Secretary of Birisiri YMCA attended at the coordination meetings called by the Upazila Nirbahi Officer (CEO of Upazila) in his office and shared the relief operation plan (the name of the villages, number of households that will be covered under this project, selection procedures and relief commodities) at the meeting. It was given priority to select female headed flood victim households in preparing list of beneficiaries of the project. Upazila Nirbahi Officer (CEO of Upazila) appreciated to the plan of emergency response for flood victims 2022.
The office of the National Council of YMCAs of Bangladesh transferred the project fund to the bank account of Birisiri YMCA so that they could buy relief commodities on time.
The member of emergency response team and procurement committee of Birisiri YMCA verified the price of relief commodities at the local market and finalized the vendors. The selected vendors supplied the relief commodities to the office premises of Birisiri YMCA on July 13, 2022. The relief goods of 10 kilograms rice, 1-kilogram lentil, 3 kilograms potato, 1 litre cooking oil and 5 packets of ORS were packed at jute sakes on July 14, 2022 by youth volunteers. The date for relief goods distribution was fixed on July 15, 2022.The staff member of Birisiri YMCA distributed relief cards among the enlisted flood victim families one day before of the date of relief goods distribution (July 14, 2022). The local government officials and local community leaders were invited on the day of relief goods distribution.
